About 1 million recipients are elderly, and over 1.4 million recipients are people with disabilities.
Despite the government shutdown, the good news is that people who are already on the Section 8 voucher program are still having their rents paid for the time being. HUD and local Housing Authorities are using available funds to continue these payments. But this does not mean the shutdown has no impact on the program. The shutdown is causing significant delays in issuing new Section 8 vouchers. New applicants on the waiting list may have to wait longer, and tasks such as housing inspections, lease renewals, and paperwork have slowed down considerably.
However, the responsibility for implementing Section 8 lies with the local Public Housing Authority (PHA). During the shutdown, some agencies are using their reserve funds to continue operations, while others have limited or reduced services. The impact varies by state and city.
If the government shutdown lasts for a long time, it could affect future funding for Section 8. However, experts also say that the government prioritises essential social programs like Section 8 so that low-income families are not directly affected.

This shutdown went into effect at 12:01 AM, immediately after midnight, US Eastern Time, when the U.S. Congress, by the time limit, could not pass all government funding bills. The main reason for this shutdown was that for the 2026 fiscal year, the government’s budget bills could not be enacted on time. Although the Senate approved a large funding package, the House of Representatives could not vote on it in time, causing the funding deadline to lapse and the shutdown to go into effect. Historically, the longest U.S. shutdown began on October 1, 2025, and its main reason was that Congress did not pass a funding bill for FY2026. It lasted for 43 days and ended on November 12, 2025, when President Donald Trump signed the funding bill.

In simple terms, their position is that they do not want cuts to Social Security or Medicare, and they want to protect the budgets for education, health, and social services.
